Gov’t Allocates GH₵33.3bn to Education Sector in 2026 Budget

Accra, Ghana- The Government of Ghana has allocated GH₵33.3 billion to the Ministry of Education for programmes and operations in the 2026 fiscal year, Finance Minister Dr. Cassiel Ato Forson announced when he presented the 2026 Budget Statement to Parliament on Thursday, November 13, 2025, in Accra. In addition to this, GH₵9.9 billion has been earmarked for the Ghana Education Trust Fund (GETFund) to support educational infrastructure and key interventions nationwide.
Dr. Forson stated that GH₵4.2 billion will be used to sustain the Free Senior High School (Free SHS) policy, while another GH₵1.1 billion has been allocated to expand facilities in senior high schools to help eliminate the double-track system. The budget further commits GH₵537 million to the “No-Fee-Stress” policy, aimed at removing financial barriers to secondary education, and GH₵25 million to support Free Tertiary Education for Persons Living with Disabilities.
To enhance teaching and learning, the government has allocated GH₵3.0 billion for the provision of essential learning materials across various levels of education. This includes books and workbooks for 200,000 kindergarten learners, primary textbooks for 2 million learners, and JHS 3 textbooks for 500,000 learners. The allocation also covers the procurement of more than 2 million metal mono-desks and chairs, 200 units of 66-seater buses, and 200 double-cabin pick-up vehicles for distribution to schools across the country.
As part of efforts to improve access to education in underserved areas, GH₵2.0 billion has been set aside for the construction of 200 new Junior High Schools, 200 new primary schools, and 200 kindergartens. The budget also makes provision for 400 four-unit teachers’ bungalows and 400 places of convenience in deprived communities to improve teacher welfare and sanitation conditions.
Dr. Forson further outlined allocations for key education programmes, including GH₵157 million for the Capitation Grant, GH₵1.98 billion for the School Feeding Programme, GH₵292 million for the supply of free sanitary pads to girls, GH₵207 million for Teacher Trainee Allowances, and GH₵169 million for BECE registration fees. According to the Finance Minister, these investments demonstrate the government’s firm commitment to expanding access, improving quality, and promoting equity across all levels of Ghana’s education system.
