Gov’t Says $1.4bn Energy Debt Payment Has Stabilised Power Supply.

Accra, Ghana- The Government Accountability Series on Wednesday, January 14, 2026, the Minister for Government Communications, Felix Kwakye Ofosu, said the payment has helped stabilize the country’s power supply.
​Felix Kwakye Ofosu explained that the $1.4 billion was used to restore liquidity to the energy sector. He clarified that the money was not meant to clear the entire debt built up over many years by the previous administration, but rather to ensure there is enough cash flow to keep power plants running and reduce debt.

This was a response to an announcement on January 12 by Finance Minister Cassiel Atto Forson that had paid $1.4 billion to settle energy-sector debts accrued over the past years.  The news sparked both applause and criticism from the general public.


​He said the funds were partly raised through the Energy Sector Shortfall and Debt Repayment Levy, and this intervention averted financial pressure that once threatened frequent outages known as "Dumsor."
​"What is clear is that the money has been put to good use," Mr. Kwakye Ofosu said. "For several months now, electricity has been stable, and we have not experienced the outages that many had feared."
​He attributed much of the debt to past "under-recoveries," where electricity production costs exceeded consumer prices. He noted that the current administration is working to keep the sector financially healthy to prevent future debt.
